July 6th, 2015

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Jim Poepping, Dan Krueger, Pat Nathe, and Ron Doll were present, Shawn Duevel was absent.

On a motion by Ron Doll, seconded by Pat Nathe and carried the minutes from
June 1st, 2015 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of one rescue and one mutual aid call which was cancelled while they were in route last month. Dustin Leukam is a new member to the fire department. Trucks are still being worked on but once complete the ISO testing will be done. Allen submitted a few bills that need to be paid, Walmart $49.62, Postage $29.40, and Melrose Truck Repair $554.38.

Kris Schiffler, owner of Shady’s Bar was present for approval of his 2am Liquor License. On a motion by Dan Krueger, seconded by Pat Nathe and carried Shady’s 2am liquor was approved.

Waste/Water Operator Brian Mehr was present and informed the Council that this will be his last meeting. Brian and Tom are working on getting the operator license switched into Tom’s name. This month they will be discharging the North pond and the South pond they will let sit until this fall and then discharge. They will be doing the nitrate and fluoride samples this month. The testing for the SIU was done for the quarter. They just have questions about the amount of flow. The chlorine and fluoride meters were installed.

Cindy Pundsack was present and informed the Council that there were some issues with their neighbor. She was wondering if they could extend the length of the fence which is on the property line between them and their neighbor, Danny Schwieters. The City Council informed Cindy that she would need to attend the Planning and Zoning meeting. The City Clerk will contact the City Attorney for more information on extending the fence which is owed by their neighbor Danny Schwieters.

Tom Newman was present to see if he would need a permit from the City to clean out his self-made pond. The City said no.

Ryan Saurer, from Preferred Control was present to get the written contract signed to install the SCADA system.

Mayor, Jim Poepping informed the Council that he finally got a hold of H & H Contracting to clean, repair and paint the tower.

June 1st, 2015

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Jim Poepping, Shawn Duevel, Pat Nathe, and Ron Doll were present, Dan Krueger was absent.

On a motion by Pat Nathe, seconded by Ron Doll and carried the minutes from
May 4th, 2015 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of one rescue call last month. On June 10th they will be attending the Safety officer training at St Cloud Tech College. He also informed the Council that they will keep a portable radio in the rescue van.

Waste/Water Operator, Brian Mehr and Tom Valerius were present to inform the Council that things are going good but the flow meter and fluoride/ chlorine meter in the pump house needs to be replaced. On a motion by Pat Nathe, seconded by Shawn Duevel, carried and approved the flow meters will be purchased from Preferred Control for $2,875.00. On a motion by Pat Nathe, seconded by Ron Doll carried and approved the fluoride /chlorine meter will be purchased from Hawkins Chemical for under $1,100.00.

On a motion by Shawn Duevel, seconded by Ron Doll and carried resolution 5-15-A was approved.

On a motion by Pat Nathe, seconded by Roll Doll and carried the following building permits were approved, Troy Paul, Annette Roering, and Barb Nathe. A question came up about moving a shed onto the property but the shed does not match the other buildings. This is a violation of the planning and zoning ordinance and cannot be move in. Tim Klaphake informed the council that the committee explained to Annette Roering that she needs to follow the set back. Planning and Zoning will follow up on the project.

Richard Gaebel and Dennis Schmeising from the Conservation Club were present to discuss the installation of the water and sewer station for campers.

Zoning Ordinance was tabled till next regular scheduled meeting.

Sewer pond riverside bank project tabled till the next regular scheduled meeting.
On a motion by Pat Nathe, seconded by Ron Doll, carried and approved three hydrants on Liberty Street will be replaced. On a motion by Ron Doll, seconded by Shawn Duevel , carried and approved, Tom Valerius will be paid $15.00 for using his own weed wacker On a motion by Ron Doll, seconded by Shawn Duevel and carried the following bills were approved.

May 2015 City Council Minutes

 May 4th, 2015


The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Jim Poepping, Shawn Duevel, Pat Nathe, Dan Krueger and Ron Doll were present.

On a motion by Shawn Duevel, seconded by Ron Doll and carried the minutes from April 6th, 2015 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of one rescue call last month. Allen informed the Council that the Freeport Fire Department were coming to New Munich and train with our tanker.

Waste/Water Operator, Brian Mehr and Tom Valerius were present to inform the Council that they plan to discharge in July or August. They also informed the Council that Hawkins will be there Thursday to look at some minor upgrades that needs to be done.

On a motion by Dan Krueger, seconded by Pat Nathe and carried the following building permits were approved, Rick Lemm, Worms Lumber, Denise Klaphake, Jason Hoeschen and Allen Fiedler.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the renewal for On sale, Off sale and Sunday Liquor licenses were approved for Shady’s Bar and Grill and New Munich Hofbrau.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the renewal for Tobacco License was approved for Shady’s Bar and Grill, New Munich Hofbrau and New Munich Oil Company.

Mary Backlund, from Schlenner, Wenner & Co. was present and went over the 2014 Audit. On a motion by Dan Krueger, seconded by Shawn Duevel and carried the financial statement for year end 2014 was approved.

Leaf pick up will be Saturday, May 23rd, at 8am.

On a motion by Ron Doll, seconded by Dan Krueger carried and approved, Douglas Stahman, from West Central Environmental Consultants, Inc. will be charged $50 for water they used from our hydrant.

On a motion by Pat Nathe, seconded by Dan Krueger and carried the SCADA system from Preferred Controls for $37,995.00 was approved.

Pat Nathe informed the Council that there is a large tree which fell into the creek north of town. He will ask Roger Boecker for help to remove it.

The equalization meeting was held April 9th, 2015 in the New Munich City Hall. Was called to ordered by Mayor, Jim Poepping at 5:00 p.m. present were, Mark Koehn (County Appraiser) Jim Poepping, Shawn Duevel, Dan Krueger, Pat Nathe and Ron Doll was absent.

No one present to appeal

On a motion by Jim Poepping, seconded by Shawn Duevel and carried the meeting was adjourned at 5:35p.m.

April 6th, 2015


The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Jim Poepping, Shawn Duevel, Pat Nathe, Dan Krueger and Ron Doll were present.

On a motion by Pat Nathe, seconded by Ron Doll and carried the minutes from March 2nd, 2015 were approved.

Fire Chief, Allen Fiedler was present and informed the Council that there were no fire
calls last month. Jim Froelich gave his notice that he will be retiring from the fire department as of March 31st, 2015. Request for reimbursement for training was submitted to MN Board of Firefighter Training and Education. The fire department would like to add some changes in there process of recruiting new members, have them fill out an application, background checks and 6 minute response time. Allen had one bill that needs to be paid, $21.18 for supplies.

Waste/Water Operator, Brian Mehr and Tom Valerius were present to inform the Council that they took samples at New Munich Meats (SIU).They plan to discharge possibly in July. Brian informed the Council that he is looking at stepping aside at the end of July.

On a motion by Dan Krueger, seconded by Ron Doll, carried and approved the samples from New Munich Meats (SIU) will be paid 50% from SIU and 50% from the City.

Jaycee member, Sandy Zierden was present with a check of $3,000.00 to be put into their account.

On a motion by Dan Krueger, seconded by Pat Nathe and carried the change to Raymond and Flori Mayer’s building permit #725was approved, to change the deck to a screen porch.

Owner of the New Munich Hofbrau, Aimee Gerads was present to request a one- day outdoor Liquor License for Saturday June 6th, from Noon till Midnight. On a motion by Pat Nathe, seconded by Dan Krueger and carried the Liquor License was approved.

Matt Goebel was present and requested information about replacing his water shut off. He will be having Thull’s Excavating do the work.

On a motion by Shawn Duevel, seconded by Ron Doll and carried the following 3.2 Liquor License were approved, 600 Liberty St (Baseball Park) and 6th Ave E, 640 Main St (Church).

On a motion by Shawn Duevel, seconded by Ron Doll and carried a one-day On Sale Liquor License was approved for August 28th (Johnny Holm).

River Project tabled till the next regular schedule meeting.

Tornado Siren needs to be checked out.

Mayor, Jim Poepping, called a special hearing to order at 5:30 p.m. March 17th, 2015 to hear public testimony in regards to rezone 200 Western St. from Residential to Industrial.

Pat Nathe, Shawn Duevel, and Ron Doll were members of the Council present, Dan Krueger was absent.

Mayor, Jim Poepping opens the public hearing.

On a motion by Ron Doll, seconded by Pat Nathe and carried, 200 Western St. to be Zoned Industrial was approved.

Mark Hasse was present and asked the Council how far off the County Road he needs to be. The Council informed Mark to contact the County for the correct information.
The council informed Mark about the minimum number of parking spaces required according to the City Ordinance. (3/1,000 sf gross floor area) He will line his storage shed even with his other shed.

On a motion by Pat Nathe, seconded by Ron Doll and carried the building permit for Mark Hasse to build a pole shed for storage was approved.

On a motion by Pat Nathe, seconded by Ron Doll and carried the meeting was adjourned at 5:45 p.m.

 March 2nd, 2015


The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Jim Poepping, Shawn Duevel, Pat Nathe, Dan Krueger and Ron Doll were present.

On a motion by Dan Krueger, seconded by Ron Doll and carried the minutes and public hearing from February 2nd, 2015 were approved.

Fire Chief, Allen Fiedler was present and informed the Council that there were no fire calls last month. Allen submitted a few bills that need to be paid, MN State Fire Dept Assco. $100.00, Kurt Ritter 14.91, Fire Safety USA $995.00 and Fire Safety USA $520.00.

Brian Mehr, waste/water operator was present and explained the Significant Industrial User Permit for New Munich Meats. On a motion by Pat Nathe, seconded by Dan Krueger and carried the SIU permit was approved. Brian also informed the council that Kim Larson from MDH will be here on 3/3/2015.

The rates for samples at Munich Meats will be tabled till next regular scheduled meeting.

Brian also informed the Council about the 2015 NPDES permit compliance summary, report period: January 1, 2014 – December 31, 2014. (MPCA) The nitrogen, nitrate totals were a bit high. His plan going forward is to quit feeding the North pond let everything go to the South pond, discharge to the Northern 2 ribs and not the south rib.
He will try this to see if the totals go down.

On a motion by Dan Krueger, seconded by Pat Nathe, carried and approved a public hearing is set for Tuesday, March 17th, at 5:30pm to re-zone 200Western St from residential to industrial.

Roger Boecker, owner of R-Way pumping was present and submitted a bill to be paid for snow removal and moving a building from the North Lift Station to the Lagoon area for $560.00.

Harold Klaphake and Chuck Borgerding were invited to the meeting and were both presented with a plaque for their years of service. Harold was Mayor for 24 years and Charles was a Council member for 30 years.

On a motion by Dan Krueger, seconded by Ron Doll, carried and approved, Charles Borgerding will be a new member on the Planning and Zoning Committee.

Zoning Ordinance will be tabled till the next regular scheduled meeting.

Tom Valerius, Waste/water Operator and Pat Nathe will work together to run the generator once a month and hook it up to service once a quarter.

The Council will be looking at a maintenance schedule with Nelson Electric for the lift stations.

On a motion by Pat Nathe, seconded by Dan Krueger and carried Tom Valerius will purchase two tubes for $60.00 each were approved.

On a motion by Shawn Duevel, seconded by Ron Doll and carried Resolution 3-2-15 was approved.
