City of New Munich

City Council Minutes

July 7th, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Pat Nathe and Charles Borgerding were present, Neil Austin was absent.

On a motion Charles Borgerding, seconded by Pat Nathe and carried the minutes from June 2nd, 2014 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of one rescue call last month. The New Munich Fire Department has two pumper trucks now so they can be called out on mutual aid calls.

On a motion by Pat Nathe, seconded by Charles Borgerding and carried the following building permits were approved, Steve and Jackie Moll and Ashley Altendahl.

On a motion by Pat Nathe, seconded by Charles Borgerding, carried and approved a Public Hearing for a Variance for Tree of Assist Living and a Special Council meeting follows on Monday, July 21st, 6:30pm at the Immaculate Conception Church Basement.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the Renewal application for optional liquor 2am license for Munich Hofbrau was approved.

Jen Brickweg was present and asked the Council if they can level the lot next to her. It is quite a bit lower. Mayor Harold will ask Roger Boecker to add more fill.

Jaycee Member, Ann Waterbury was present to get approval for a one-day on sale liquor license for the New Munich Jaycees. On a motion by Harold Klaphake, seconded by Charles Borgerding and carried the one-day on sale liquor license was approved for August 22nd (Johnny Holm).

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the Renewal application for optional liquor 2am license for Shady’s Bar was approved.

Waste/Water Operator, Mike Sand was present and informed the Council that he needed to pull the two pumps on the South Lift station. The pressure switch for the water tower is defective and Mike is waiting for a new one to replace the defective one. Frank Stankey from Rural Water will be coming on July 15th to train Mike on the Lagoon and paperwork. Mike informed the Council that he has everything done except for sending the late DMR supplementals to the MPCA.

On a motion by Charles Borgerding, seconded by Shawn Duevel and carried the bid to acid treat the wells for $2520.00 from Wheels Wells was approved.

The Council would like the City Clerk to send Mike and Ann Waterbury a notice to remove the two dead trees on their property. The dead branches are hanging over the street.

July Stipulation Agreement Meeting

City of New Munich

City Council Minutes

July 21st, 2014

The City Council of the City of New Munich meets in session at 7:00 p.m., in the New Munich Church Basement. Harold Klaphake, Shawn Duevel and Pat Nathe were present, Charles Borgerding was absent.

The Council discussed the Stipulation Agreement and penalty between the City of New Munich and MPCA.

The City Council will be training two of the Council members for Class D license and one of the two trained will have access to the DMR forms, Also do quarterly update to MPCA and have MPCA continue to copy the City Clerk.

On a motion by Harold Klaphake, seconded by Shawn Duevel, carried and approved, the time frame of 60 days and $2000.00 penalty was submitted to MPCA.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the meeting was adjourned at 7:45pm.

June 2014 City Council Minutes

City Council Minutes

June 2nd, 2014

\The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Pat Nathe and Charles Borgerding were present, Neil Austin was absent.

On a motion by Shawn Duevel seconded by Pat Nathe and carried the minutes from May 5th, 2014 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of one rescue call last month. One new member joined the department, Eric Turbin.

Steve Uphoff was present and wants to hook up to city sewer. He plans on hooking up to the city water at a later date. On a motion by Pat Nathe, seconded by Charles Borgerding and carried and approved for Steve Uphoff to hook up to the City sewer. Hookup fee is $3000.00 plus a bond of $500.00 for the road.

Waste/Water Operator, Mike Sand was present and informed the Council that everything seems to be running fine. Mike submitted a few bills that need to be paid, $8.84 postage, $115.28 paint. He also informed the Council that Frank Stankey from Rural Water will be training him on the lagoon.

The corrective action plan the city had for Mike Sand was to be complete on June 2nd, 2014. Mike informed the council that he had everything complete but had no confirmation on violation 1-8, 10, 13, and 14. Mike is to submit the confirmation by email to Kelly ASAP.

On a motion by Harold Klaphake, seconded by Charles Borgerding and carried the following building permits were approved, Ron Borgerding and Monica Rieland.

The building permit application for Danny Schwieters to butt up a fence next to his chain link fence was not approved. He will need to follow the setbacks. If he follows the setbacks the permit will be approved.

On a motion by Charles Borgerding, seconded by Shawn Duevel and carried the bid from Minnesota Black Topping was approved.

On a motion by Harold Klaphake, seconded by Charles Borgerding and carried the bid from Mike Schafer to fill cracks in the street was approved if research of his work from other City’s come back great.

On a motion by Pat Nathe, seconded by Charles Borgerding and carried the bid from Worms Lumber to patch a hole with concrete by the band stand for $661.00 and to replace siding, shingles and fascia on the park bathroom for $2834.84 was approved.

On a motion by Shawn Duevel, seconded by Charles Borgerding, carried and approved the LGA funds the City will receive in July will go into the general fund.

May 2014 City Council Minutes

City Council Minutes

May 5th, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Pat Nathe and Neil Austin were present, Charles Borgerding was absent.

On a motion by Shawn Duevel seconded by Neil Austin and carried the minutes from April 7th, 2014 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of two calls last month.

Allen also submitted a few bills that need to be paid. Dale Pundsack has retired in April and Jim Thull resigned in April.

Waste/Water Operator, Mike Sand was present and informed the Council that everything seems to be running fine. Mayor, Harold will be getting prices of new lift stations.

Jaycee member, Sandy Zierden was present to submit a check of $850.00 to go toward Park improvements.

On a motion by Harold Klaphake, seconded by Neil Austin and carried the following Resolution 5-14A was approved. (Off site gambling).

On a motion by Pat Nathe, seconded by Neil Austin and carried the following building permits were approved, Gerald and Naomi Holdvogt, Jesse LeClaire, Cottage Garden Antiques, Luke Baysinger Belgrade Co-op and Randy Rasmussan.
On a motion by Harold Klaphake, seconded by Shawn Duevel and carried the annual renewal of Liquor License for Shady’s and Munich Hofbrau was approved, with the fees staying the same. On a motion by Harold Klaphake, seconded by Shawn Duevel and carried the Tobacco License for Shady’s, Munich Hofbrau and New Munich Oil Company were approved with the fee staying the same.

On a motion by Shawn Duevel, seconded by Neil Austin, carried and approved a one-day outdoor liquor license for Shady’s Bar and Grill on Friday, June 27th. Event will take place from noon-midnight with music and area will be fenced off.

On a motion by Neil Austin, seconded by Shawn Duevel, carried and approved Mike Sand will be put on a Corrective Action Plan to complete all outstanding information the MPCA needs. The City Clerk will complete the Corrective Action Plan. The Council informed Mike that he needs a paper trail for each issue completed. The plan will also state that all information for the MPCA needs to be completed by June 2nd, our next regular scheduled meeting, and The City Clerk gave Mike another copy of the pending violations from MPCA. Mike informed the Council that he could have this done by the end of the week.

April 7th, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Pat Nathe, Charles Borgerding and Neil Austin were present.

On a motion by Charles Borgerding seconded by Neil Austin and carried the minutes from March 3rd, 2014 were approved.
Fire Chief, Allen Fiedler was present and informed the Council of one call last month.

Allen also submitted a few bills that need to be paid.

Owner of the Munich Hofbrau, Aimee Gerads was present to request a one day Outdoor Liquor License on Saturday, June 7th from Noon till Midnight. On a motion by Pat Nathe, seconded by Charles Borgerding and carried the Liquor License was approved.

On a motion by Neil Austin, seconded by Charles Borgerding and carried the following building permits were approved, Jim Hoppe and Shirley Steinhoffer.

On a motion by Neil Austin, seconded by Charles Borgerding, carried and approved a Public Hearing was set for April 22nd, at 6:30pm at the New Munich City Hall for Randy Rasmussen to build a garage and later a house.

Waste/water operator, Mike Sand was present to inform the Council that both pumps were plugged and the manhole cover had a bolt to keep the lid propped open and the water ran in tremendously. No information at this time who inserted the bolt. This caused back up to go into Tom Newmen’s basement.

Mike also informed the Council that he can work with Minnesota Rural water to get GPS locates and mapping for the water. This will be at no cost from Minnesota Rural Water.

The Council asked Mike if he had all his paperwork into the MPCA which was requested months ago and Mike stated “that everything should be in”.

On a motion by Harold Klaphake, seconded by Pat Nathe, carried and approved the New Munich Baseball team will pay $500.00 annually for water usage for 2014. This rate will be reviewed each year.

On a motion by Shawn Duevel, seconded by Charles Borgerding and carried the 2013 financial statement was approved.

Mayor, Harold left at 7:30pm and acting Mayor Pat Nathe continued to run the meeting.

On a motion by Shawn Duevel, seconded by Neil Austin and carried the following 3.2 Liquor Licenses were approved, 600 Liberty St (Baseball Park) and 6th Ave E, 640 Main St (Church).

On a motion by Charles Borgerding, seconded by Shawn Duevel and carried the Contract from Country Club Lawn Service for $316.35 was approved.

On a motion by Charles Borgerding, seconded by Neil Austin and carried the following bills were approved.

March 3rd, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Pat Nathe, Charles Borgerding were present, Neil Austin was absent.

On a motion by Charles Borgerding seconded by Shawn Duevel and carried the minutes from February 3rd, 2014 were approved.

Fire Chief, Allen Fiedler was present and informed the Council of no calls last month.

Allen also submitted a form to the City Clerk to fill out for reimbursement on training for $800.00.

Otto and Fran Thelen were present and asked the Council about extending the waterline in the Spud Acres II addition. The developer is responsible for the expense.

Roger Boecker was present and submitted the snow removal bill. He informed the Council that he will sand after it stopped snowing.

Waste/Water Operator, Mike Sand was present and informed the Council that the lift stations are doing well. He submitted a bill of $5.80 for postage that needs to be paid.

On a motion by Charles Borgerding, seconded by Pat Nathe and carried the building permit for Mike Sand was approved.

On a motion by Pat Nathe, seconded by Shawn Duevel, carried and approved Fran Thelen, Gloria Thielen, Lou Bushman and Kelly Thielen will be the election judges for the primary and general election in 2014.

On a motion by Harold Klaphake, seconded by Pat Nathe, carried and approved Kelly Thielen will attend the Banyon Data Systems group Conference on April 22.

February 2014 City Council Minutes

City Council Minutes
February 3, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Neil Austin, Charles Borgerding and Pat Nathe were present.

On a motion by Charles Borgerding seconded by Neil Austin and carried the minutes from January 6th, 2014 were approved.

Jaycee member, Sally Koltes and Ann Waterbury were present to ask Council when they have their winter garage sale if they pay for the day can they come in a day or two before to set up? On a motion by Neil Austin, seconded by Pat Nathe and carried the motion was approved.

Bill Becker was present and talked with the Council about approving the Quit title. On a motion by Harold Klaphake, seconded by Charles Borgerding and carried the motion was approved.

Bill Becker and Ken Lemm were present representing Jerome Lemm about his water line almost freezing. The Council informed them that he should run his cold water a pencil thickness and the water usage will be adjusted. On a motion by Pat Nathe, seconded by Charles Borgerding and carried the motion was approved.

Fire Chief, Allen Fiedler was present to inform the Council of no calls last month. Allen also submitted a few bills that need to be paid. Pat Nathe asked the Fire Chief if he could get some firemen to clean the snow away from the fire hydrants.

Roger Boecker was present with questions on the City waterlines. He is updating the maps of the waterlines.

MN Building Code tabled till next regular scheduled meeting

On a motion by Charles Borgerding, seconded by Neil Austin and carried the 60 day late fee will increase to $50.00 was approved.

On a motion by Charles Borgerding, seconded by Shawn Duevel, carried and approved the fee to have the City mow your lawn or control weeds increased to $125.00 each time.

On a motion by Harold Klaphake, seconded by Pat Nathe, carried and approved, the City Clerks wage will increase to $1000.00 monthly.

Mayor, Harold Klaphake left at 8pm; Pat Nathe took over as acting mayor.

On a motion by Shawn Duevel, seconded by Neil Austin, carried and approved the City Attorney will be Javanovich, Kadlec and Athmann.

On a motion by Shawn Duevel, seconded by Charles Borgerding, carried and approved, the Official Newspaper will be the Melrose Beacon.

One a motion by Shawn Duevel, seconded by Neil Austin, carried and approved, the Official Depositories are the Bank of the West, Freeport State Bank, and Central Minnesota Credit Union.

On a motion by Pat Nathe, seconded by Shawn Duevel, carried and approved, Charles Borgerding will be the Assistant Weed Inspector.
