City Council Minutes
February 3, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Neil Austin, Charles Borgerding and Pat Nathe were present.

On a motion by Charles Borgerding seconded by Neil Austin and carried the minutes from January 6th, 2014 were approved.

Jaycee member, Sally Koltes and Ann Waterbury were present to ask Council when they have their winter garage sale if they pay for the day can they come in a day or two before to set up? On a motion by Neil Austin, seconded by Pat Nathe and carried the motion was approved.

Bill Becker was present and talked with the Council about approving the Quit title. On a motion by Harold Klaphake, seconded by Charles Borgerding and carried the motion was approved.

Bill Becker and Ken Lemm were present representing Jerome Lemm about his water line almost freezing. The Council informed them that he should run his cold water a pencil thickness and the water usage will be adjusted. On a motion by Pat Nathe, seconded by Charles Borgerding and carried the motion was approved.

Fire Chief, Allen Fiedler was present to inform the Council of no calls last month. Allen also submitted a few bills that need to be paid. Pat Nathe asked the Fire Chief if he could get some firemen to clean the snow away from the fire hydrants.

Roger Boecker was present with questions on the City waterlines. He is updating the maps of the waterlines.

MN Building Code tabled till next regular scheduled meeting

On a motion by Charles Borgerding, seconded by Neil Austin and carried the 60 day late fee will increase to $50.00 was approved.

On a motion by Charles Borgerding, seconded by Shawn Duevel, carried and approved the fee to have the City mow your lawn or control weeds increased to $125.00 each time.

On a motion by Harold Klaphake, seconded by Pat Nathe, carried and approved, the City Clerks wage will increase to $1000.00 monthly.

Mayor, Harold Klaphake left at 8pm; Pat Nathe took over as acting mayor.

On a motion by Shawn Duevel, seconded by Neil Austin, carried and approved the City Attorney will be Javanovich, Kadlec and Athmann.

On a motion by Shawn Duevel, seconded by Charles Borgerding, carried and approved, the Official Newspaper will be the Melrose Beacon.

One a motion by Shawn Duevel, seconded by Neil Austin, carried and approved, the Official Depositories are the Bank of the West, Freeport State Bank, and Central Minnesota Credit Union.

On a motion by Pat Nathe, seconded by Shawn Duevel, carried and approved, Charles Borgerding will be the Assistant Weed Inspector.

City Council Minutes

January 6th, 2014

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Shawn Duevel, Neil Austin, Charles Borgerding and Pat Nathe were present and Harold Klaphake was absent. Pat Nathe was acting Mayor.

On a motion by Shawn Duevel, seconded by Charles Borgerding and carried the minutes from December 2nd, 2013 were approved.

Fire Chief, Allen Fiedler was present to inform the Council of one rescue call last month.

The First Responders refresher course will be held on Thursday January 16th at the New Munich City Hall. Allen Fiedler also submitted a few bills that need to be paid, Lake Region Dues $40.00, Genex Farm Equipment $81.28, Med Compass $1,332.50 and Main Street Press $55.04.

Waste/Water Operator, Mike Sand was present and informed the Council that the Pressure switch was plugged and that is why the City ran out of water on 12/16/13.

Mike also submitted a few bills, Postage $5.67 and Walmart $16.97 City Clerk, Kelly Thielen informed Mike to pick up used meters from Melrose Public Utilities.

Roger Boecker was present to submit the snow removal bill and ask the Council if there was or is anything he needs to do to improve on the snow removal.

MN Building Code tabled till next regular scheduled meeting.

Annual Service, rates and wages tabled till next regular scheduled meeting.

On a motion by Charles Borgerding, seconded by Shawn Duevel and carried training for Mike Sand at Rural Water for $200.00 was approved.

On a motion by Charles Borgerding, seconded by Neil Austin and carried Pat Nathe was appointed as acting mayor for the year 2014 was approved.

December 2nd, 2013

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Charles Borgerding and Pat Nathe were present and Neil Austin was absent.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the minutes from November 4th, 2013 were approved.

Fire Chief, Mike Sand was present and informed the Council of no calls last month.

Waste/Water Operator, Mike Sand was present and informed the Council that the lift stations have been giving him a little trouble. They are working fine now. Mike will have the seals repaired on both pumps. Mike submitted a bill to be paid, postage $28.90.

Council member, Pat Nathe is still getting prices on a monitoring system.

The Minnesota State Building code tabled till next regular scheduled meeting.

On a motion by Pat Nathe, seconded by Charles Borgerding and carried the third party person to check DMRs will be Kelly Thielen was approved.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried the quit claim deed request from Bill Beckers was denied.

On a motion by Harold Klaphake, seconded by Charles Borgerding and carried the funds from LGA will be transferred 30% to the General and the rest in sewer reserve fund was approved.

November 4, 2013
The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Neil Austin and Pat Nathe were present and Charles Borgerding was absent.

On a motion by Shawn Duevel, seconded by Neil Austin and carried the minutes from October 7th, 2013 were approved.

Danny Bueckers, owner of Danny’s Disposal & Recycling, Inc. was present and explained that due to the increase in dumping fees and cost of operation the New Munich resident will notice a $2.00 increase in their garbage bill starting with their December billing. On a motion by Pat Nathe, seconded by Shawn Duevel and carried the garbage bill increase was approved.

Sasha Newman was present and informed the Council that sewer backed up in there basement when the lift station tripped it’s breaker. The Council will submit the claim to the Insurance Company.

Fire Chief, Mike Sand was present and informed the Council of one rescue call last month.

Waste/Water Operator, Mike Sand was present and informed the Council that he had trouble with the South lift station. General Repair came out to fix it.

On a motion by Pat Nathe, seconded by Neil Austin and carried the following building permits were approved, Janet Elfering, Chris Williams and Cindy Pundsack.

On a motion by Shawn Duevel, seconded by Pat Nathe and carried the City of New Munich will donate $500.00 towards the Melrose Ambulance was approved.

The State Building Code Adoption is tabled till next regular scheduled meeting.

October 7, 2013

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Charles Borgerding and Pat Nathe were present and Neil Austin was absent.

On a motion by Charles Borgerding, seconded by Shawn Duevel and carried the minutes from September 3rd, 2013 were approved.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried Resolution 10-13-A was approved.

Jaycee member, Sandy Zierden was present to submit a donation of $300.00 towards the Firemen’s Supper.

Fire Chief, Mike Sand was present and informed the Council of no calls last month.
They will have training at Buecker’s Recycling Service on 10/09/2013.

Waste/Water Operator, Mike Sand was present and informed the Council that the Lift Stations are still having issues. On a motion by Charles Borgerding, seconded by Pat Nathe and carried a new lift station was approved. The Council is waiting on two estimates.

On a motion by Pat Nathe, seconded by Charles Borgerding and carried the following building permits were approved, Kyle Funk, Laura Hoppe and Freeport State Bank.On a motion by Pat Nathe, seconded by Charles Borgerding and carried Nichole LeClaire’s building permit is pending until water/sewer bill is paid in full.

On a motion by Pat Nathe, seconded by Charles Borgerding and carried Arlene Hendricks building permit was approved.

On a motion by Harold Klaphake, seconded by Pat Nathe and carried the following were approved as Election Judges for the upcoming Primary (11/19/13) and General Election (01/28/14) Gloria Thielen, Fran Thelen, Lou Bushman and Kelly Thielen.

On a motion by Shawn Duevel, seconded by Pat Nathe and carried the Liability coverage waiver was approved.

The State Building Code Adoption is tabled till next regular scheduled meeting.

On a motion by Shawn Duevel, seconded by Pat Nathe and carried the One-Day Liquor license was approved for the New Munich Firemen’s Supper on October 12th, 2013.

On a motion by Pat Nathe, seconded by Charles Borgerding and carried Shawn Duevel will attend the Board of Equalization and Appeal training was approved.

September 3rd, 2013

The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Neil Austin, Charles Borgerding and Pat Nathe were present.

On a motion by Pat Nathe, seconded by Neil Austin and carried the minutes from August 5th, 2013 were approved.

On a motion by Harold Klaphake, seconded by Pat Nathe and carried the 2am liquor license was approved for the New Munich Hofbrau.

Fire Chief, Mike Sand was present and informed the Council of one rescue call last month. Jamie Olson joined the New Munich Fire Department. Our ISO rating is at a Class 6, Mike will call to see if they can come out to schedule a time to rate us again.

Mayor, Harold talked to Mike about a notice we received from MPCA of late DMRs and the late operating permit. Mike received the same letter and was to respond within 15 days. Mike has not responded back to MPCA which is beyond the 15 days, tabled to the next regular scheduled meeting.

Mark Osendorf, Manager, Community Relations & Economic Development from Xcel Energy and John Bjork was present to inform the Council of the upgrades they will start in October.

Arlene Hendricks was present and asked why she did not receive her building permit. The Council informed her that the City has the right to put her permit on hold until violation is corrected. Arlene also talked about the letter she received from the City Attorney. On a motion by Pat Nathe, seconded by Neil Austin and carried the “after the fact conditional use permit” of $700.00 was approved for Arlene Hendricks.

On a motion by Shawn Duevel, seconded by Charles Borgerding and carried the one-day outdoor liquor license for Shady’s Bar & Grill for October 5th, from 2pm- 12:30am with outdoor band was approved.

On a motion by Charles Borgerding, seconded by Neil Austin and carried the following building permits were approved, Josh Poepping, Pat Nathe, Terry Cole and Ron Borgerding.

On a motion by Pat Nathe, seconded by Shawn Duevel and carried Resolution 09-13-A was approved.

August 5th, 2013


The City Council of the City of New Munich met in regular session at 6:30 p.m., in the City Hall. Harold Klaphake, Shawn Duevel, Neil Austin, and Pat Nathe were present, Charles Borgerding was absent.

On a motion by Pat Nathe, seconded by Neil Austin and carried the minutes from July 1st, 2013 were approved.

Mark Osendorf, Manager, Community Relations & Economic Development from Xcel Energy was present to introduce himself and answer any questions the Council might have.

Jim Marka, Building Code representative, Sr. from Minnesota Department of Labor & Industry was present and gave a brief discussion on the Minnesota State Building Code Adoption Guide.

Charles Borgerding arrived at 7:30pm.

Dan Krueger was present and asked the Council if there is anything that could be done about the junk and junk cars in people’s yards. The City Clerk will send out notices.

On a motion by Shawn Duevel, seconded by Charles Borgerding and carried the gambling license for the New Munich Fire Department was approved.

On a motion by Neil Austin, seconded by Pat Nathe and carried the following building permits were approved, Danny Schwieters, Rita Revermann, Scott Thelen, and Jim Hoppe.

On a motion by Pat Nathe, seconded by Neil Austin and carried Arlene Hendricks building permit is put on hold until the violation is corrected.

Mayor, Harold Klaphake will haul the old rescue van to Opatz in Holdingford.

On a motion by Charles Borgerding, seconded by Shawn Duevel and carried the bid from Minnesota Black Top was approved.

The September Council meeting will be on Tuesday, September 3rd due to Labor Day.
